What is true proper English regarding the use of "an" before a word starting with an "H"?

I read that if the "H" is not pronounced, as in "an honest guy" we use "an", otherwise we use "a", such as in "a happy guy". So why does everyone say "an historic event"?! Anyone know who started this trend, and is it really improper English?
