Can you top off a Scarlet Oak tree?

I have a Scarlet Oak that is about 3 years old. It is severely leaning over because of winds and we are unable to straighten it out. It shoots up vertically about 3' and then literately leans over horizontally. Ive been told that it is possible to top off an Oak tree to remove excess weight but its possible that it can harm the Scarlet. Is that true? Any ideas on how to straighten it up would help as well.
